Foro Regional Preparatorio de la CSW reúne a organizaciones feministas de América Latina y el Caribe
El 30 de noviembre de 2025, organizaciones, redes feministas y lideresas de toda América Latina y el Caribe participaron del Foro Regional Preparatorio de la CSW, organizado por el Comité de ONGs para América Latina y el Caribe (NGO CSW LAC), previo a la Reunión Regional Preparatoria de la CSW 70, realizada el 1 y 2 de diciembre en CEPAL.
El foro se desarrolló en formato híbrido: la instancia presencial tuvo lugar en el salón
Astoria 2 del Hotel DoubleTree by Hilton Santiago – Vitacura, con la asistencia de alrededor de 50 representantes de organizaciones y redes de mujeres y feministas, y con interpretación en español e inglés. De manera virtual participaron más de 100 representantes, lo que permitió conformar grupos de discusión online.
La apertura estuvo a cargo de Lana Finikin y Mabel Bianco, co-presidentas del NGO CSW LAC. También participaron Bibiana Aído, Directora Regional de ONU Mujeres para América Latina y el Caribe; Ana Güezmes, Directora de la División de Asuntos de Género de CEPAL; y Pamela Morgan, co-presidenta del Comité del NGO CSW NY.
Durante sus intervenciones, destacaron “la importancia de ser estratégicas, creativas y
de generar alianzas en este contexto”, así como la centralidad del acceso a la justicia y
la necesidad de abordar la interseccionalidad en todas las acciones, tal como remarcó
Bibiana Aído.
Por su parte, Ana Güezmes subrayó que la desigualdad de género y la feminización de
la pobreza casi no han cambiado en los últimos diez años, e insistió en la relevancia de
articular el trabajo regional con la realidad de los territorios. Pamela Morgan, de
manera virtual, destacó la fuerza de la movilización regional. “El foro es importante y
urgente”, comentó.
A continuación, Sandra Castañeda, la Red de Salud de las Mujeres Latinoamericanas y del Caribe (RSMLAC), y Terry Ince, de Trinidad y Tobago, presentaron brevemente el texto propuesto por el NGO CSW LAC, distribuido previamente en español e inglés. Luego se conformaron dos grupos presenciales y dos virtuales para su análisis.
En uno de los grupos presenciales —el único con servicio de traducción español–inglés—
se incorporaron compañeras angloparlantes conectadas virtualmente.
Los grupos trabajaron durante 40 minutos y luego compartieron sus sugerencias en un
plenario integrado por todas las participantes, presenciales y remotas.
La presentación se interrumpió momentáneamente por la conexión de la invitada especial,
Lopa Banerjee, Directora de la División de Sociedad Civil de ONU Mujeres, presentada por
Mabel Bianco. Banerjee expuso sobre el proceso de Reforma en Naciones Unidas “UN
80” y señaló que frente a la propuesta de UN 80 reforzaron tres líneas básicas: que la
reforma debe fortalecer la igualdad de género dando mayores recursos, se debe proteger la
capacidad de igualdad de género en todas las agencias de ONU, debe ser inclusiva y
priorizar el liderazgo de las mujeres y la participación de la sociedad civil. Luego respondió
ampliamente múltiples preguntas de las asistentes.
La conversación incluyó consideraciones sobre la designación del/de la Secretaria
General de la ONU. Finalizada su intervención, Lana Finikin agradeció especialmente a
Banerjee y se retomó el plenario para continuar con la puesta en común de los grupos de
trabajo sobre el documento.
Una vez presentadas todas las propuestas, se acordó cuáles serían incorporadas y se
delegó en Tania Sánchez y Paola Yañez Inofuentes el armado final de la Declaración,
que sería enviada a traducción. ONU Mujeres, junto con la Oficina de la Mujer de CEPAL,
la compartirán posteriormente con todas las participantes de la reunión preparatoria
regional.
En el cierre, luego del agradecimiento de Lana Finikin a las invitadas y participantes,
Mabel Bianco reiteró el compromiso del NGO CSW LAC con los aportes a la declaración
de ministras y autoridades gubernamentales, y subrayó la necesidad de que todo el
movimiento feminista regional acompañe la declaración gubernamental, a fin de
fortalecer no solo el acceso a la justicia de mujeres y niñas en toda su diversidad, sino
también el multilateralismo y las propuestas de reforma del sistema UN 80, que deben
reforzar la igualdad de género en la ONU sin afectar ni restringir los avances logrados por
diversas agencias, en especial ONU Mujeres y el UNFPA.
CSW Regional Preparatory Forum brings together feminist organizations from Latin America and the Caribbean
On November 30, 2025, organizations, feminist networks, and women leaders from across
Latin America and the Caribbean participated in the CSW Regional Preparatory Forum,
organized by the NGO Committee for Latin America and the Caribbean (NGO CSW LAC),
prior to the CSW 70 Regional Preparatory Meeting, held on December 1 and 2 at ECLAC.
The forum was held in a hybrid format: the in-person event took place in the Astoria 2
room of the DoubleTree by Hilton Santiago – Vitacura, attended by around 50
representatives of women’s and feminist organisations and networks, with interpretation in
Spanish and English. More than 100 representatives participated virtually, which allowed
for the formation of online discussion groups.
The opening was presented by Lana Finikin and Mabel Bianco, co-chairs of NGO CSW
LAC. Other participants included Bibiana Aído, Regional Director of UN Women for Latin
America and the Caribbean; Ana Güezmes, Director of the Gender Affairs Division of
ECLAC; and Pamela Morgan, co-chair of the NGO CSW NY Committee.
During their speeches, they highlighted ‘the importance of being strategic, creative and
forging alliances in this context’, as well as the centrality of access to justice and the
need to address intersectionality in all actions, as Bibiana Aído pointed out.
Meanwhile, Ana Güezmes emphasised that gender inequality and the feminisation of
poverty have hardly changed in the last ten years, and insisted on the importance of
coordinating regional work with the reality on each territory. Pamela Morgan, speaking
virtually, highlighted the strength of regional mobilisation. ‘The forum is important and
urgent,’ she said.
Next, Sandra Castañeda, from the Latin American and Caribbean Women’s Health
Network (RSMLAC), and Terry Ince, from Trinidad and Tobago, briefly presented the text
proposed by NGO CSW LAC, which had been distributed beforehand in Spanish and
English. Two in-person groups and two virtual groups were then formed to analyse the text.
In one of the in-person groups—the only one with Spanish-English translation
services—English-speaking colleagues joined virtually.
The groups worked for 40 minutes and then shared their suggestions in a plenary session
attended by all participants, both in person and virtually.
The presentation was briefly interrupted by the joining of special guest Lopa Banerjee,
Director of the Civil Society Division at UN Women, who was introduced by Mabel Bianco.
Banerjee spoke about the United Nations reform process ‘UN 80’ and pointed out that in
response to the UN 80 proposal, three basic lines were reinforced: that the reform must
strengthen gender equality by providing greater resources, that gender equality capacity
must be protected in all UN agencies, and that it must be inclusive and prioritise women’s
leadership and civil society participation. She then responded extensively to multiple
questions from the audience.
The conversation included considerations regarding the appointment of the UN
Secretary-General. At the end of her speech, Lana Finikin gave special thanks to Banerjee,
and the plenary session resumed to continue sharing the working groups’ feedback on the
document.
Once all the proposals had been presented, it was agreed which ones would be
incorporated, and Tania Sánchez and Paola Yañez Inofuentes were assigned the task of
finalising the Declaration, which would then be sent for translation. UN Women, together
with the Women’s Office of ECLAC, will subsequently share it with all the participants of
the regional preparatory meeting.
At the close, after Lana Finikin thanked the guests and participants, Mabel Bianco
reiterated the commitment of NGO CSW LAC to contribute to the declaration of ministers
and government authorities, and emphasized the need for the entire regional feminist
movement to support the governments declaration in order to strengthen not only
access to justice for women and girls in all their diversity, but also multilateralism and
proposals for reform of the UN 80 system, which should reinforce gender equality in the UN
without affecting or restricting the progress made by various agencies, especially UN
Women and UNFPA.
